Arbitration Reports

The Fort Worth Police Department operates under Chapter 143 of the Texas Local Government Code (LGC) which is commonly known as “Civil Service.” This chapter in conjunction with the Meet and Confer Agreement (M&C) between the City and the Police Officer’s Association governs the disciplinary process related to misconduct by police officers. For purposes of the LGC and the M&C, “discipline” is defined as a 1 day suspension (without pay) or more. Sworn Police Officers are afforded certain rights under the LGC and M&C which include the right to appeal any “discipline” received to an independent 3rd party. The documents on this page represent the two parts of that process.

Post-Disciplinary reviews are published following the administration of discipline (1 day suspension or greater). These reviews describe the facts of the investigation and the circumstances leading to the disciplinary action being taken. They are usually published within a few weeks of the discipline being administered.

After-Arbitration reviews are published following the Officer’s appeal hearing (if an appeal is filed) when a 3rd party hearing examiner evaluates all of the facts surrounding the alleged misconduct and makes a determination as to whether the decision is supported by the facts, whether the discipline is consistent with established practice, and whether the discipline should stand or be reduced. The complete hearing examiner’s opinion is usually attached to the review for reference.
